论灾害事故预防应对的调查评估问题
Research and Evaluation Issues in Disaster Accident Prevention and Response
摘要
Abstract
To promote the scientific and standardized development of disaster accident prevention and response re-search and evaluation in China,we categorize types of disaster accidents and explore fundamental issue related to the objective and task of investigation and evaluation,principle of work,method,organization and the application of re-sult.The types of disaster accidents are categorized into four types:disaster,accident,disaster-accident chain,and accident-disaster chain.The objectives and tasks are defined as establishing fact,identifying issue,analyzing cause and proposing countermeasure.The working principles are defined as six aspects:factual basis,regulatory guideline,cognitive judgment,communication link,moral bottom line,and quality assurance.The investigation methodology is categorized into eight steps:on-site inspection,archival review,interviews and inquiries,testing and experimenta-tion,analytical calculations,simulation,causative analysis,and defining characteristics.The organizations of work or the composition of the investigation agency include coordination group,technical working group,regulatory manage-ment group,and expert advisory group.The scope of application of achievements can be classified into several aspects,including immediate policy-making,updates to regulation and standard,management system reform,and improve-ment to working mechanism.关键词
