Abstract
In the non compulsory bidding project,the tenderer has the decision-making right to choose which way and procedure,and one of the core performances of the decision-making right is independent bidding.If a contract is signed in the form of independent bidding,the Law of the People's Republic of China on Tenders and Bids shall not apply.Based on the empirical method,this paper explores and constructs an effective independent bidding mechanism from the aspects of creating a closed-loop mechanism,ad hoc exception system,standardizing the independent bidding procurement procedure,and enriching the expert database through the procurement practice of independent bidding for non necessary bidding projects of state-owned enterprises,so as to greatly reduce the procurement cost of enterprises and promote the high-quality development of enterprises.关键词
