Abstract
The reform of water rights is an important means to optimize the allocation of water resources by leveraging market mechanisms.Based on the situation and water conditions in Hainan Province,this article analyzes the current status of water rights reform in Hainan Province in terms of the construction of water rights reform system,initial allocation and clarification,the development of water rights trading,and the construction of trading platforms.Combined with the current regulations on water rights trading types,the potential of water rights trading in Hainan Province is analyzed from four aspects of regional water rights trading,water withdrawal rights trading,irrigation water user water rights trading,and innovative water rights trading measures.On this basis,suggestions are proposed to accelerate the clarification of irrigation water user water rights,cultivate water rights trading markets,and strengthen the construction of measurement and monitoring facilities,in order to provide reference for water rights reform in Hainan Province.关键词
