面向工业园区的物质能量代谢及无废化评价方法与应用研究——以某产业园区为例OA北大核心CSTPCD

"无废园区"是支撑"无废城市"建设的重要载体,而如何评价不同类型工业园区的"无废化"水平在方法学上并不健全,相关的案例研究也较为鲜见.本研究以江苏某典型工业园区为例,依据循环经济理论、"无废城市"建设标准、工业生态学原理和工业园自身特点,基于物质和能量代谢结构特征合理构建"无废"园区综合评价指标体系,分行业类别对园区的"无废化"水平(以环境绩效度量)进行了定量评价.研究结果表明,园区能源产出率为4.2×104元·t标准煤-1,资源产出率为2.6×104元·t-1,强度相对较高,园区固废综合利用水平达到了 80%(高于全国61.9%的平均水平),但"无废化"水平(环境绩效)综合得分为62分(百分制),其主要原因在于园内主导产业以传统化工和制药等为主,固废产生强度高.因此,持续优化资源能源效能管理,对促进园区"无废化"建设和工业领域碳污协同控制具有重要意义.

"Zero-waste"city,the principles of industrial ecology,and the characteristics of the industrial park itself,based on the structural characteristics of material and energy metabolism,a comprehensive evaluation index system for"Zero-waste"park by industry category had been reasonably constructed,and the level of"Zero-waste"in the park(measured by environmental performance)had been quantitatively evaluated.The results showed that the energy output rate of the park was 42 000 yuan per ton of standard coal,and the resource output rate was 26 000 yuan per ton,with relatively high intensity.The comprehensive utilization level of solid waste in the park reached 80%in 2022,which was higher than the national average of 61.9%.Overall,the comprehensive score of the"Zero-waste"level(environmental performance)was 62 points(percentage).This was mainly due to the fact that the leading industries in the park were mainly traditional chemicals and pharmaceuticals,and the intensity of solid waste generation was high.Therefore,it is of great significance to continuously optimize the management of resources and energy efficiency to promote the construction of"Zero-waste"parks and the synergistic control of carbon and pollutants in the industrial field.
