Abstract
The characteristic and advantage of an open university(formerly known as a Radio and Television University)has always been a multi-level,multi-standard,multifunctional,and multi-form educational system that is oriented towards local and grassroots levels.With the popularization of higher education,the demand for degree compensation education in the open university is shrinking.Under the background of lifelong learning,serving and supporting the construction of a learning society has become the new responsibility and task of the open university.The open university system is faced with reconstruction and transformation.From the perspective of resource dependence theory,the construction of the open university system is faced with such difficulties as scattered organization within the system,unbalanced teaching quality,low social recognition and lack of core competitiveness of disci-plines.Taking the initiative to serve local economic and social development,innovating cooperative school-running relations among open universities,strengthening teaching reform,improving school-running quality,enhancing management efficiency and enhancing endogenous competitiveness are effec-tive measures to promote the restructuring of the open university system and accelerate the high-quality transformation and development of the open univer-sity.关键词
