The Inter-embedding of Governance Modernization and Political Democratization:How Delibera-tive Democracy Serves as an Practical Tool of Whole-process People's Democracy

Abstract
Whole-process people's democracy,as the essence of the socialist democratic system,has become a defining value of Chinese political system,representing the Chinese approach to political democratization.De-liberative democracy,as a concrete form of realizing Whole-process People's Democracy,also serves as a practical means of achieving Party leadership.It acts as a procedural carrier for governance modernization,em-bodying China's unique perspective of governance.This paper explores,from the perspective of the inter-em-bedding of governance modernization and political democratization,how deliberative democracy can be practiced as a carrier for Whole-process People's Democracy.It seeks to provide a new perspective for studying Chinese-style democracy by grounding theoretical discussions in actual cases of deliberative democracy.By focusing on practical procedures and methods,it bridges the gap between state policy series and concrete social practices,fostering a dialogue between theory and practice.When discussing the theory of Chinese-style democracy,we must also consider practical methods of implementation.Likewise,when addressing practical methods,specific practical cases are necessary to anchor democratic principles within the issues of governance modernization in Chinese society.This approach integrates political logic,theoretical logic,historical logic,and practical logic into a cohesive analytical framework.关键词
