Exploring the Occurrence Mechanism of Coupling between Whole-process People's Democracy and Community-level Social Governance:A Case Study of the Small Courtyard Discussion Hall in Beijing's Historical Districts

Abstract
Whole-process people's democracy and community-level social governance,while distinct cate-gories,are often considered in tandem due to the governance-oriented characteristics of whole-process peo-ple's democracy.To effectively advance whole-process people's democracy and ensure that citizens truly exer-cise mastery over their own affairs,it is essential to systematically analyze the interplay between whole-process people's democracy and community-level social governance.An illustrative case of this interaction can be found in the Caochang community,where the synergy between the"Courtyard Discussion Hall"and the manage-ment of historic cultural districts exemplifies how these two processes converge.Through implementing the"Five-People Work Method,"which involves issues being proposed by citizens,deliberated upon by them,decided through collective action,executed by a dedicated workforce,and evaluated collaboratively—the"Courtyard Discussion Hall"unveils both the underlying logic and practical significance of this coupling.This methodology encompasses several key aspects:fostering issue emergence,facilitating stakeholder participation,innovating governance platforms,executing governance outcomes successfully,and enabling feedback for continuous im-provement.By addressing modern challenges related to enhancing residents'living conditions while simultane-ously preserving the historical integrity of hutong neighborhoods,this case offers a localized Chinese perspective on effectively integrating whole-process people's democracy with social governance initiatives.关键词
