Citizen Co-Production and Government Response in the Development of Digital Government

Abstract
Citizen-initiated co-production rooted in public interest represents a critical theoretical and practi-cal concern.However,its implications in the context of digital government development necessitate further explo-ration.This study investigates citizen participation in co-production by analyzing case resolution data sourced from the"I Spot Errors for Government Websites"platform under the Chinese government portal.The analysis encompasses various dimensions,including website levels,regional distribution,types of errors identified,and emotional expressions evident in citizens'comments related to error spotting.Additionally,it examines the time-liness,responsiveness,and strategic approaches employed by government entities in their replies—aiming to de-lineate the behavioral characteristics inherent to government-citizen co-production.The findings indicate that an emergent form of digital co-production based on public interest is taking shape.Citizens are engaging volun-tarily and actively in"error-spotting,"encompassing ministry-level,provincial-level,municipal-level,and county-level government websites.Participation is uneven across administrative tiers;notably,there is a pronounced tendency among citizens to identify errors on higher-tier governmental websites.Such upper-level websites often exhibit issues related to reliability;conversely,lower-level websites predominantly face challen-ges concerning content accuracy.Government responses manifest as timely interventions characterized by a pro-active and constructive orientation while adopting four principal strategic modes:absorptive,corrective,explana-tory,and redirective strategies.The notable willingness for civic engagement alongside a robust interaction dy-namic between citizens and governmental entities fosters a positive"two-way engagement,"thereby significant-ly enhancing governance efficiency.关键词
