进入新的历史时期,经济结构转型升级、教育强国建设要求、人民群众多样化的学习诉求、教育公平的进一步推进需要统筹"三教"协同创新.统筹"三教"协同创新是党中央在新时代依据我国教育改革发展状况对教育作出的新的战略部署,具有坚实的政治基础、政策基础、改革基础、理论基础.统筹"三教"协同创新是一项系统工程,从主体上看,省级政府是主导者、行政部门是执行者、教育机构是实施者、行业企业是参与者、社会各界是支持者.从路径上看,需要通过重塑理念加强科学认知;通过出台办法确保政策的落地实施;通过深化改革激发内生动力;通过健全机制夯实活力底座;通过完善体系打通双向通道.
Entering a new historical period,the transformation and upgrading of the economic structure,the requirements for building a powerful education country,the diverse learning demands of the people,and the further promotion of educational fairness all necessitate the coordinated innovation of the"vocational education,higher education and continuing education".The coordinated innovation of the"vocational education,higher education and continuing education"is a new strategic deployment for education made by the CPC Central Committee in the new era based on the situation of China's education reform and development,and it has a solid political foundation,policy foundation,reform foundation,and theoretical foundation.The coordinated innovation of the"vocational education,higher education and continuing education"is a systematic project.From the perspective of the main body,provincial governments are the leaders,administrative departments are the executors,educational institutions are the implementers,industries and enterprises are the participants,and all sectors of society are the supporters.From the perspective of the paths,it is necessary to strengthen scientific cognition by reshaping concepts;ensure the implementation of policies by issuing measures;stimulate internal motivation by deepening reforms;consolidate the foundation of vitality by improving mechanisms;and open up two-way channels by perfecting systems.
