生态价值转化视域下的"四荒地"开发利用研究
Research on the Development and Utilization of Four Kinds of Wasteland Based on the Transformation of Ecological Value-A Case Study of Xixiu District of Anshun City,Guizhou Province

Abstract
The western mountainous areas are rich in Four Kinds of Wasteland resources.Promoting the transformation of the ecological value of these lands is of great significance for the construction of ecological civilization and has become one of the important approaches to rural revitalization.Based on the three-in-one process of ecological value transformation"ecological resources-ecological assets-ecological capital",this paper analyzes the mechanism of ecological value transformation in the development and utilization of the Four Kinds of Wasteland.It concludes that further improvement of the ecological environment and enhancement of the utilization efficiency of these lands will facilitate the transformation of Wasteland resources into ecological resources.Additionally,it is beneficial for the management of land property rights,promoting clear rights and responsibilities in the development and utilization of these lands,thus transforming Wasteland resources into ecological assets.Furthermore,improving the market mechanism for the development and utilization of these lands,and exploring financial channels for their development,will promote the transformation of Wasteland resources into ecological capital.From the perspective of ecological value transformation,this study analyzes the practical bottlenecks in the development and utilization of Four Kinds of Wasteland in Xixiu district,Anshun city,Guizhou province,including fragile ecological environments,unclear property rights,lack of social participation,irrational development and utilization methods,an underdeveloped market mechanism,and unsustainable economic value growth.It proposes paths for improvement,including tapping into policy guidance potential,constructing a property rights management system,conducting full life cycle ecological restoration and protection work,exploring financial services for Wasteland development and utilization,and enhancing comprehensive ecological civilization awareness.关键词
