Political Logic of the Grassroots Inspection System Design for City and County Party Committees in the New Era

Abstract
The grassroots inspection system of city and county party committees is a top-down political supervision system organized and implemented by the city and county party committees.The grassroots inspection work of city and county party committees is first an independent exploration of the central inspection mechanism by county-level party committees,and then received attention and guidance from provincial and municipal party committees and party central committees.The grassroots inspection work of city and county party committees has gone through a bottom-up institutionalized construction process.From its political generation perspective,the institutional design of grassroots inspections by city and county party committees has the institutional advantage of implementing and maintaining the authority of the Party Central Committee at the grassroots level.It is an institutional arrangement for maintaining social stability and harmonious relationships between grassroots cadres and the masses,and an institutional choice for extending the Party's self revolution to grassroots party organizations.Grassroots inspection by city and county party committees is an important means to curb local protectionism and prevent the loss of central authoritative resources.It is also an important path to promote the modernization of grassroots governance system and governance capacity,as well as the deepening development of the party's self revolution.关键词
