Abstract
The promotion of the PPP mode in rural development aims to drive the flow of urban resources to rural areas through the cooperation between public and private capital to integrate urban and rural factors to increase productivity,which is consistent with the path of urban support to rural areas and urban-rural integration develop-ment.The flow modes of urban and rural factors in rural PPP projects are affected by factors such as policy orienta-tion,project profitability,economies of scale,and industrial attributes,which can be divided into four categories:output fully serving agriculture,rural areas and farmers,urban-rural output integration,urban-rural subprojects'packaging,and urban output radiating rural areas. This paper analyzes the 1701 rural PPP projects.First,it compares the different flow modes of urban and rural factors in rural PPP projects,analyzes the flow mode characteristics,and summarizes the advantages and effects of combining factors.Second,it summarizes the key factors affecting the flow of factors in urban and rural areas and analyzes the obstacles affecting the flow of factors.Third,it analyzes the improved policy suggestions on the flow modes of urban and rural factors,better meeting the requirements of social capital participation in the supply of ru-ral public goods under the new mechanism,and promoting the high-quality and sustainable supply of rural public goods through the joint construction of multiple subjects. The findings of this paper can be summarized as follows.First,as the profitability of rural PPP projects is nat-urally weaker than that of urban PPP projects,the contradiction between social benefits and economic benefits is more prominent in rural PPP projects.Before the implementation of the new mechanism,policy orientation and pol-icy resources are important factors affecting the development of rural PPP projects.Under the new mechanism,fac-tors dominated by the market mechanism such as the project's business model and market size are increasingly im-portant to the development of the projects.Therefore,the ways of urban-rural output integration and urban-rural subprojects'packaging can be the mainstream of social capital's participation in the supply of rural public goods un-der the new mechanism.Second,in the process of combining urban and rural factors,rural areas should take the initiative to improve the property rights system of rural factors,cultivate the rural factor market,seek new technolo-gies and new modes,optimize the rural business environment,enhance the income capacity of rural factors and the scope of integration with urban factors,and seek greater development space and higher development performance under the new mechanism.In the next step,we should strengthen the cultivation of rural factor markets,improve relevant systems,and promote new models and new business forms with the flow of urban and rural factors as a link,promoting the new mechanism to play a more active and sustainable role in the supply of rural public goods.关键词
