Resilient Safe City Construction From the Perspective of New Security Pattern:Theoretical Vision and Advance Path

Abstract
With the intensification of social risks,the resilient safe cities is becoming an important path choice for modern urban safety governance driven by the dual evolution of practice-oriented and theoretical transformation.However,realistic factors such as responsibility boundary thinking,limited vision of urban governance,insufficient social mobilization ability,weak rigid security gov-ernance,and suspended technical governance operation also make the resilient safe cities construc-tion face numerous obstacles.The new security pattern is the strategic thinking of the Communist Party of China and the State on national security,and its security governance positioning,security governance field and security governance content requirements have pointed out the direction for breaking through the realistic challenges of the construction of resilient safe cities.It is required to construct a resilient and safe city construction path that takes people first as the value concept,par-ty organization building as the governance pattern,top-down and bottom-up as the governance structure,resilient governance as the governance method,and technology enabling as governance means.This construction idea strengthens the structural connection between urban security and na-tional security,but it is still necessary to create a Chinese safe city construction modernization pat-tern with people's city as the inner layer,resilient safe city for the new security pattern as the mid-dle layer,and resilient safe city as the outer layer under the leading of the Chinese modernization to meet the people's growing needs for a better life.关键词
