Towards the Construction of National Capacity in the Information Dimension:Cause Identification,Path Selection,and Principle Adherence
摘要
Abstract
The realization of the vision of the modernization of national governance demands that modern countries must possess matching information capabilities.Hence,the construction of na-tional capacity towards the information dimension becomes indispensable.This is not only the ap-peal of the significance of information to national capabilities but also the practical revelation of in-formation capabilities of countries throughout history and the response requirements of national governance in modern society.To build a powerful information capacity,modern countries need to proceed along a specific"logistical"path and constantly consolidate the material foundation of na-tional information capacity.It is also necessary to return to the state bureaucracy and address its vertical and horizontal information issues arising from the"principal-agent"relationship and the di-vision system.Additionally,there is a need to establish some non-institutionalized information mechanisms in addition to the national institutionalized information mechanisms.During this process,modern countries need to strictly adhere to the construction principles of moderation,se-curity,openness,and goodness,which is an important criterion to ensure the correct construction and proper utilization of national information capacity.关键词
