Preventive Campaign Governance:Inducement,Operational Mechanism and Governance Consequences

Abstract
Based on the governance practice of emergency management in A County of Hubei Prov-ince,this paper proposes a new type of campaign governance model,namely"preventive campaign governance".The emergence of preventive campaign governance is closely related to the transfor-mation of national governance,and presents different characteristics from traditional campaign gov-ernance,that is,the pre-activation time,the process of governance focus,the regularity of govern-ance cycle and the diversification of organizational subjects.It is found that the preventive campaign governance ensures the non-discriminatory implementation of the governance model at the grassro-ots level through the occurrence mechanism of signal production and institutional response,the two-way mobilization mechanism under the responsibility underpinning and responsibility subdivi-sion,and the promotion mechanism of regular supervision supported by"benchmarking and table".Research shows that preventive campaign governance has shaped the governance ecology of"process first",but it also contains governance risks such as governance outsourcing induced by high-stand-ard"benchmarking and table"and the regularization of campaign governance brought by high-fre-quency use.Clarifying the response boundary of preventive campaign governance is the key point to improve this governance dissimilation.关键词
