低龄老年人参与基层治理共同体建设的逻辑与模式
The Logic and Model of the Participation of the Younger Elderly in the Construction of the Grassroots Governance Community

Abstract
In the process of promoting the construction of grassroots governance communities,vari-ous regions actively explore the practice models for different types of younger elderly people to par-ticipate in the construction of grassroots governance communities,demonstrating diverse govern-ance characteristics and heterogeneous participation models.Based on the endogenous and exoge-nous synergistic chimeric analysis framework constructed from the two dimensions of"endogenous effectiveness"and"exogenous embeddedness",three effective models can be divided:self-determi-ning participation model with strong endogenous effectiveness and weak exogenous embeddedness,the mutual integration and advancement participation model with strong endogenous effectiveness and strong exogenous embeddedness,and the authoritative guidance participation model with weak endogenous effectiveness and strong exogenous embeddedness.Three typical cases of Yongzhou Lingling Mutual Assistance for the Elderly,Wuxi Binhu Silver-hair Volunteer team and Shaoxing Keqiao building an"education community for the elderly"show the essential characteristics,gov-ernance structure and institutional logic of the three modes of participation of different younger eld-erly people in the construction of grassroots governance communities.In the face of the dynamic e-volution of the three models,the future self-determination participation model needs to strengthen the horizontal participation density of the younger elderly people based on"reciprocal collabora-tion",the mutual integration and advancement participation model needs to construct the elastic participation mechanism of the younger elderly people centered on"dual-link and dual-manage-ment",and authoritative guidance participation model needs to enhance the agility of elderly partici-pation with"motivation and synergy"as the fulcrum.关键词
