The Absent is Present:the Logic in the Representation System in the Whole-Process People's Democracy

Abstract
Democracy is the core issue of political modernization,and the Whole-Process People's Democracy is the innovative result of socialist democratic political theory.This article attempts an in-depth analysis of the transcendence of the whole-process people's democracy from the perspective of the inherent logic of the representation system.The"rhetorical democracy"of the capitalist society prioritizes the electoral representation system dominated by party competition and follows the logic of representation in which"those who are present are those who are absent",which deviates from the principles of democracy.The whole-process people's democracy establishes the representation logic of"those who are absent are those who are present"and rejects the capitalist system of representation.The integrated socialist system of representation with Chinese characteristics,in particular the operation of the power of the people's congress,the effective supplementation of the consultative representation system of the People's Political Consultative Conference(CPPCC),the people-centered representative role of the CPC,and the operation of the mechanism of party representation harmonize the relationship between the system of representation and the principles of democracy,and the distinctive features and strengths of Chinese-style democracy have been fully manifested.关键词
