Abstract
Developing new quality productive force is an inherent requirement for high-quality development. It needs to accurately grasp its connotation,essence,and essential requirements,adhere to concepts of water governance,boost innovation,build a mechanism for developing new water quality producers,production objects and modern tools,and create an advanced and practical technology support system,so as to reinforce new driving forces for high-quality development. Regarding technology innovation as the primary driving force for high-quality development should be persisted. Taking the national water network as an applicable scenario,empowerment shall be promoted to safeguard water allocation and supply,flood control and disaster reduction of river basins and river and lake ecosystem protection and governance systems. Taking the path of digital twin water resources as the core and perfection of standardization system as the driving force,so as to develop new quality productive force based on water conditions. It requires further deepening of reform,demand driven development,and an advanced and practical technology support system;fully explore the potential of scientific and technological achievements of national strategic importance;follow the principle of "application first",develop a mode of "project-based scientific research" for the water industry,form a production relationship that suits for new quality productive force,in order to provide support and guarantee for the great cause of national rejuvenation with Chinese path to modernization and efforts of making China strong.关键词
