Major issues related to water science in green development of the Yangtze River Economic Belt
摘要
Abstract
The development of the Yangtze River Economic Belt must be grounded on long-term consideration and follow the path of giving priority to ecology and green development. From the perspective of water governance in the basin,the focus is placed on safeguarding the red line of ecological protection,enhancing the carrying capacity of resources and environment,building a solid base for safety and development and innovative leadership,so as to explore the rich connotation of green development. Discussions are made on major issues related to water science that require constant attention and in-depth studies,in order to promote integrated,systematic,source-based and collaborative governance of the basin and green development of the Yangtze River Economic Belt. Relevant issues were summarized from the aspects of water ecological restoration,ecological flow safeguarding,protection of important drinking water sources,soil and water conservation,and construction of ecologically clean small watersheds,by taking systematic approaches for water ecological and environment protection and river basin governance. Systematic studies are needed regarding the construction of a water-saving society,evaluation and monitoring of water resources carrying capacity,initial allocation and trading of water rights,integrated scheduling and allocation of water resources,utilization of unconventional water sources and development of clean energy and hydropower to make efficient and intensive use of water resources. Taking the entire basin and spatial water balance into consideration,more attention shall be paid on major issues concerning water source planning,water demand coordination,water network layout,time sequence of project initiation,key water diversion schemes,modernization of flood control system,ecological water network,integrated and joint scheduling of water structures and construction of national water network.关键词
