Study on water resources security gurantee strategies for the Yellow River Basin during extreme water scarcity year

Abstract
In the context of environmental change,the non-stationarity of hydrological rhythms in the Yellow River Basin has intensified,resulting in more frequent and severe extreme hydrological drought events,such as prolonged and exceptional dryness. These conditions pose significant challenges to the basin's water resources security. Based on the severe situation of increasing contradiction between supply and demand and fragile water ecological environment in the Yellow River Basin in extreme dry years under current water use and engineering conditions,it proposed that the objective of water resources security is to increase the water supply in the river basin through various regulatory measures,avoid serious damage to the economic,social,and ecological environment of the river basin caused by water scarcity,and maintain the basic functions,structure,service capacity,and resilience of the river basin's water resource system;the objects of supply side regulation and control are mainly surface water,groundwater,unconventional water and external water sources,while the objects of demand side regulation and control are mainly water users in different regions and different industries;the method and model of bilateral collaborative analysis of water resources supply and demand in structured basin. According to the above three aspects,the framework of water resources security in the Yellow River Basin in extreme dry years is constructed,and strategies such as water demand stratification,multi-water source tapping and increasing supply,and classified stratified resilience regulation are analyzed. The results show that the severe imbalance of water resources in the Yellow River basin can be alleviated to a certain extent by adopting a combination of several control measures,but the economic and social development of the basin and the river ecological environment are still facing great adverse effects. Long-term measures such as speeding up the construction of the water transfer project on the west route of the South-to-North Water diversion project and improving the water and sediment control system of the Yellow River are needed.关键词
