法国国家科研中心的建设经验及对中国国家科研机构改革的启示
Construction Experience of Centre National de la Recherche Scientifique in France and Its Enlightenment to Reform of National Research Institutions in China
摘要
Abstract
Centre National de la Recherche Scientifique(CNRS)is the largest scientific and technological research institution in France.It has made outstanding achievements in scientific research and innovative practice since its establishment.Through the systematic analysis of its development process and experience,this paper draws some thoughts on promoting the reform of China's national research institutions under the new situation.The paper shows that the success of CNRS benefits from its establishment of a matrix governance structure composed of regional representative offices divided by region and research institutes divided by research field,a standardized and normalized employment system as well as sufficient and diversified funding guarantee,a collaborative innovation mechanism to cope with major scientific problems and complex social challenges,and a multi-dimensional and open innovation ecosystem.A new round of reform of national research institutions in China should be promoted from the aspects of overall planning of field layout,optimization of governance structure,coordination and linkage between central and local governments,innovation of operation mechanism and coordination of innovation subjects.关键词
