Abstract
Driven by transformative advancements in large-scale models like ChatGPT,artificial intelligence(AI)has triggered profound changes across societal,economic,and technological domains.However,concerns regarding privacy,security,and fairness have emerged alongside AI's rapid development.Against this backdrop,Japan has adopted an agile governance approach characterized by flexibility,adaptability,and a human-centered focus.By prioritizing technological advancement,fostering multi-stakeholder engagement,and implementing a soft-law regulatory framework,Japan has established a governance model tailored to the dynamic nature of AI.This model spans diverse domains such as transportation,finance,and intellectual property,while promoting global consensus through international cooperation.Japan's agile governance framework not only ensures the balanced development of AI domestically but also serves as a vital reference for global AI governance.关键词
