减污降碳视域下黄河流域城市群3E绩效的协同演化
Collaborative Evolution of 3E Performance of the Yellow River Basin Urban Agglomeration from the Perspective of Pollution Reduction and Carbon Reduction

Abstract
Improving the 3E performance of urban agglomerations in the Yellow River Basin is an important way to promote ecological protec-tion and high-quality development in the Yellow River Basin.The paper quantitatively investigated the effects of the collaborative promotion of pollution reduction and carbon reduction on the 3E performance of urban agglomerations in the Yellow River Basin and analyzed its co-evolu-tion characteristics.The results show that the coordinated promotion of pollution reduction and carbon reduction has improved the 3E system performance of the Yellow River Basin urban agglomeration by 11.13%,17.64%and 1.40%respectively during the survey period.The im-provement of economic system performance is facing greater pressure.After the 18th National Congress of the Communist Party of China,the synergistic promotion of pollution reduction and carbon reduction has significantly enhanced the 3E performance improvement of the seven ma-jor urban clusters in the Yellow River Basin,especially in the Lan-Xi urban cluster,the Central Plains urban cluster and the Guanzhong Plain urban cluster.The order parameter driving the collaborative evolution of the 3E system in the Yellow River Basin urban agglomeration has shifted from the environmental performance before the 18th National Congress of the Communist Party of China to the environmental and economic performance after the 18th National Congress of the Communist Party of China,reflecting the enhanced environmental and economic constraints on the green and low-carbon development of the Yellow River Basin after the 18th National Congress.The synergistic effect of 3E performance among the seven major urban agglomerations in the Yellow River Basin is on an upward trajectory.关键词
