呼包鄂榆城市群碳排放与经济发展脱钩关系及其驱动因素
Decoupling Relationship Between Carbon Emissions and Economic Development in Ho-Bao-Or-Yu Urban Agglomeration and Its Driving Factors

Abstract
Carbon reduction in energy resources-based cities is of great significance to achieve the goal of carbon peak and carbon neutrality in China.In order to provide reference for the carbon emission reduction and high-quality economic development of Hohhat-Baotou-Ordos-Yu-lin(HBOY)resources-based urban agglomeration,this paper analyzed the changes rules of carbon emissions and emission intensity from 2007 to 2019 and the decoupling relationships between carbon emission,emission intensity and economic growth by using the Tapio decou-pling model,and discussed the driving factor of carbon emission by using the LMDI decomposition method,based on the Carbon Emission Accounts and Datasets(CEADs),released by urban carbon emission inventory and the socio-economic panel data of the cities in the urban agglomeration.The results show that a)during the study period,the carbon emissions of HBOY agglomeration show an increasing trend,but the emissions and growth rates of each city are quite different.The emissions and growth rates of Hohhat and Baotou are relatively small,while Ordos and Yulin are relatively large.b)The carbon emission intensity of HBOY urban agglomeration show an upward trend,among which,Huhhat and Baotou show a slight downward trend,while Ordos and Yulin show an upward trend.c)At the end of the study period,the relationship between the carbon emission and economic development of HBOY urban agglomeration is negative decoupling.The growth rate of carbon emissions is greater than the economic growth rate.The relationship of growth rate between carbon emission and economic is unbal-anced.Hohhat has realized strong decoupling between carbon emission and economic development,that is,carbon emission is reduced while economic growth is achieved.Baotou has realized weak decoupling between carbon emission and economic development,that is,carbon emis-sion growth rate is less than economic growth rate.The relationships between carbon emissions and economic development in Ordos and Yulin is strong negative decoupling and expansion negative decoupling respectively,that is,the growth rate of carbon emission is greater than the e-conomic growth rate;d)Population scale effect,economic development effect and technological progress effect are the driving factors for the growth of carbon emissions in HBOY urban agglomeration,while industrial structure effect and energy structure effect are the inhibiting fac-tors for the growth of carbon emissions.关键词
