Abstract

With the in-depth implementation of the 2004,2008 and 2016 versions of the"Medium and long-term Railway Network Planning",the scale of China's high-speed railway network has reached 42 000 kilometers,and about 80%of the"eight vertical and eight horizontal"high-speed railway main channels have been built.In this context,how to plan the intercity railway network of urban agglomerations with high quality is a key issue to be solved urgently.In this paper,implementing the requirements of building a powerful transportation country,with high-quality development as the orientation and integrated development as the focus,the concept of"intercity passenger transport network"is put forward for the first time.According to the planning idea of"space-demand-supply",the"intercity passenger transport network"is determined according to the spatial pattern of urban agglomeration and the distribution characteristics of transportation demand.Priority is given to the use of high-speed railway to undertake intercity passenger flow,and new intercity railways are planned in places where high-speed railway capacity is insufficient or high speed railway fails to cover so as to form an"intercity railway network".Taking the Central Henan urban agglomeration as an example,the social economy,high-speed railway network planning and the last round of intercity railway network planning are analyzed firstly;combined with the spatial planning of Central Plains urban agglomeration and Henan Province,and integrated traffic demand forecasting with multi-source data,the intercity passenger transport network of"cross main axis,quadrant radiation,connected ring,regional multi-link"is constructed;based on the analysis of the compatibility between passenger demand and high-speed railway network supply,the intercity railway network of"cross,one ring,multi-link"is constructed.The planning realizes the integrated development of intercity railway and high-speed railway,avoids the repeated construction of railways in the channel,and promotes the high-quality development of rail transit.Thus,the"1-2-3-4-5 h"transportation circle of the Central Plains urban agglomeration is established basically covering cities with a population of more than 200 000,and the share rate of railway transit is increased from 11.7%to 18.5%.
