河道资源资产产权改革理论与实践探索
Exploration on theory and practice of river resource property right reform

Abstract
River courses are enrichment zones of aquatic ecological products.Assets of river course resources refer to water body and shoreline that have clear property rights and can generate economic,social,and ecological benefits under certain conditions.Reform of property right for assets of river course resources shall be the key link for realizing the value of aquatic ecological products and an lever for green development.Introductions are made on the background of reform in the respects of policy and theory and water governance practice.It is found that current problems of incomplete property right system and unclear ownership of the assets may lead to insufficient manifestation of service function and economic value of river resources as ecological products.The study offers an implementation path of the reform from six aspects of property rights confirmation,asset pricing,trading,development and operation,financial support and supervision based on examination of its connotation,characteristics and current status of management.The pilot project of Heshan City in Guangdong Province that focuses on property rights confirmation,pricing,trading,development and operation and green finance is introduced.Based on the results,it is recommended to create and perfect the property right system guided by national policies and a mechanism with the goal of realizing value of ecological products;design the reform system based on zoning of eco-environment functions;and establish coordination and management mechanism under the platform of Joint Working Meeting of the River Chief System.关键词
