Abstract
At present,China's major hazardous chemical enterprises must carry out the digital construction of the dual prevention mechanism,but the lack of online dynamic assessment of the operational effect of the mechanism in the process of operation of the technical means,resulting in the government and enterprises can not understand the real-time operation of the mechanism.In order to solve this problem,a field survey was con-ducted on 157 major hazardous source enterprises for hazardous chemicals in 51 regions of 32 provincial-level administrative units across the country.Six types of problems were analyzed from three aspects of risk analysis,hidden danger investigation,and hidden danger governance.Common problems in the construction of dual pre-vention mechanisms in hazardous chemical enterprises in China were summarized,and 11 key indicators were formed using the Delphi method to propose an evaluation model for the digital construction and operation effect of dual prevention mechanisms in hazardous chemical enterprises.Through application,it was found that this method can effectively evaluate the operational effectiveness of the dual prevention mechanism in major hazard source enterprises for hazardous chemicals.It can play a positive role in urging enterprises to operate digital sys-tems for dual prevention mechanisms,improving their risk prevention and control levels,and promoting the dig-ital transformation of safety supervision in the hazardous chemical industry.关键词
