新质生产力赋能"三农"的现实局囿与纾解进路
The realistic dilemma and relief approach of empowering agriculture,rural areas and farmers with new quality productivity

Abstract
The issues concerning agriculture,rural areas and farmers are fundamental to the national economy and people's livelihood,and they are crucial to the quality and character of China's modernization.The new type of productive forces,which are driven by revolutionary breakthroughs in technology,innovative allocation of production factors,and deep transformation and upgrading of industries,are advanced productive forces characterized by the leap in laborers,means of labor,objects of labor and their optimal combination.As an advanced form of productive forces,the new type of productive forces will play an important role in promoting the work related to agriculture,rural areas and farmers in the new era,which can be reflected in three aspects.The new type of productive forces can achieve innovative allocation of traditional laborers,means of labor and objects of labor through disruptive technologies,driving the development of digital agriculture,the construction of digital villages and the cultivation of professional farmers,and thus become a new engine for improving the total factor productivity of agriculture and promoting the comprehensive revitalization of rural areas.In the development of digital agriculture,the new type of productive forces can promote the popularization of new technologies and the application of new tools;in the construction of digital villages,they can promote the emergence of new rural industries and the improvement of the basic development environment;in the cultivation of new farmers,they can provide farmers with new knowledge and new development opportunities.The vigorous development of the new type of productive forces in rural areas can promote the innovative breakthroughs in agricultural science and technology,the innovative upgrading of rural industries and the innovative cultivation of farmers'qualities through the innovative allocation of labor factors.However,at present,it is difficult for the the new type of productive forces to fully empower the"three rural issues",as there are significant shortcomings in key agricultural technologies,digital infrastructure construction and high-quality talent resources in vast rural areas of China.Currently,in terms of agricultural development,the accumulation of key agricultural technologies in rural areas is weak,and the development of production factors shows a declining trend;in terms of rural development,the construction of digital infrastructure in rural areas lags behind,and public basic services is insufficent;in terms of farmers'development,high-quality talent resources are relatively scarce,and there is a shortage of rural elites and role models.To realize the blueprint of the new type of productive forces empowering the"three rural issues",it is urgent for all parties to take multiple measures and work together in the future.Empowering the"three rural issues"with the new type of productive forces is not an easy task,and it will encounter many obstacles in the process.To achieve the comprehensive revitalization of rural areas,it is necessary to integrate the concept of the new type of productive forces and give full play to the strong engine of scientific and technological innovation.Therefore,in terms of agricultural development,efforts should be made to introduce key agricultural technologies and strengthen the empowerment of agricultural development by technological factors;in terms of rural development,the level of digital infrastructure services in rural areas should be improved,and the supply of digital governance services should be increased to enhance the efficiency and quality of digital governance in rural areas;in terms of farmers'development,the cultivation of rural professional talents should be strengthened,and the introduction and cultivation of talents should be carried out simultaneously to promote the construction of a new team of professional farmers.The development of new-quality productivity will be a powerful engine to boost the advancement of the"agriculture,rural areas and farmers"work.It is necessary to accelerate the cultivation of new-quality productivity in rural areas.The development of new-quality productivity can effectively narrow the gap between urban and rural development and achieve a"win-win"situation.Looking to the future,it requires the joint efforts of all subjects including Party organizations at all levels,governments,enterprises,social organizations and villagers to handle the intrinsic relationship between development and the bottom line,and strive to provide a good soil for the generation and development of new-quality productivity.It is suggested that new technologies,new equipment and new tools are effectively utilized,and the ARF work is empowered with scientific and technological innovation.It is expected to take talent building as the core to accelerate the development of new-quality productivity in agriculture,stimulate new forces for rural revitalization,create a new realm of high-quality development of the rural revitalization strategy,promote the modernization of agriculture and rural areas,and write a new chapter of modernization in Chinese-style rural areas.关键词
