数字营商环境的三重逻辑:生成、变革及实践OA北大核心

The triple logic of generation,transformation and practice of the digital business environment

数字营商环境是数字经济时代构建全国统一大市场、助力高质量发展的政策话语和实践指南.当前,关于数字营商环境的研究主要集中在概念、影响因素及作用机制等方面,而对于数字营商环境生成逻辑、变革方式及实践的研究凤毛麟角.将生命周期理论推广至数字时代,与数字营商环境相结合,对企业的"市场进入—市场交易—市场竞争—市场治理"4 个环节进行分析.研究发现:当前数字营商环境面临隐形门槛与高成本、算法控制劳动者与大数据"杀熟"、集中度与不正当竞争、监管不足与多元治理机制不健全4 个方面的问题,亟需通过简化准入门槛与提升透明度、优化交易环境与降低成本、规范行为与提升竞争力,以及健全监管机制与多元协同4 个方面探寻实践路径.

Digital business environment is a policy discourse and practical guide for building a national unified market and facilitating high-quality development in the era of digital economy.Currently,the research on digital business environment mainly focuses on the conceptual research and the construction of indicator system,and there is little research on the generation logic and change mode of digital business environment.Therefore,in the current business environment,the life cycle theory can be introduced to the digital era to analyse the four links of the enterprise's"market entry-market transactions-market competition-market governance".The study finds that the current digital business environment faces four problems:invisible thresholds and high costs,algorithmic control of workers and big data"ripening",concentration and unfair competition,insufficient regulation and inadequate multiple governance mechanisms,and there is an urgent need to explore practical paths by optimising the four aspects of the life cycle,so as to provide theoretical support for the construction of a digital business environment with Chinese characteristics.
