Abstract
From an ecological perspective,it analyzes the boundary differences and interaction strategies of social service organizations under different government block paths in the context of government procurement of services. It is found that on the vertical path, social organizations are kept away from government departments with clear boundaries, but tend to"float"in communities for lack of in-depth interaction with residents. On the horizontal path, social organizations are well integrated with communities with permeable boundaries, but are prone to compete with the communities'administrators with their autonomy challenged.Block differences, resource niches, and symbiotic relationships are the main reasons for these differences. To promote the development of social organizations and the modernization of social governance, this paper proposes development paths such as block coordination, improving legal guarantees, and perfecting the governance ecosystem.Specifically, the government should promote its own reforms, break down block barriers, clarify the boundaries of powers and responsibilities, encourage social innovation, and provide a more open and inclusive development space for social organizations;improve relevant laws and regulations for social organizations, strengthen supervision and management, protect the legitimate rights and interests of social organizations, and standardize their behavior;build an ecological chain of social services, establish an ecosystem with the participation of multiple subjects, enhance communication and collaboration, and form a joint force for social governance.关键词
