协商民主之于社区治理共同体构建
Consultative Democracy and Shared Community Building in Community Governance
摘要
Abstract
Building shared communities in community governance is key to modernizing social governance.Consultative democracy can flexibly contribute to the formation of shared communities in community governance.By examining the"564 Consultative Council"in Community J of City H,it explores how consultative democracy ensures that shared communities in community governance propose practical issues,carry out fair consultation and effective actions,and achieve sustained results through four steps of diversified collection of demands,standardized deliberation procedures,integrated collective actions,and systematic supervision and feedback.It is found that the logic of consultative democracy in promoting the formation of shared communities in community governance mainly contains three levels:First,identifying and coordinating the interest demands of pluralistic subjects to cultivate a shared community of interests;second,clarifying the rights and responsibilities through systems to promote the behavioral self-awareness of pluralistic subjects,and to shape a shared community of actions;third,enhancing the continuity of community operation through results sharing and cultivation of public spirit,so as to build a shared community of incentives.关键词
