The Second Round of Land Contract Extension:About the Policy Guidelines

Abstract
In order to guide the upcoming nationwide second round of land contract extension,it is necessary to issue related policy guidelines.The policy guidelines should not only emphasize that land contract relations will remain unchanged on a long-term basis,so as to continue existing policy of safe-guarding the land rights of farmers,but also guide the reform of agricultural land system in the light of the new characteristics of the man-land relationship and the new problems facing the high-quality de-velopment of agriculture.Based on the reality of the transformation of old and new dynamics in agricul-ture,and in response to the new characteristics of the"four loosens"of man-land relationship,in order to activate the right to land management and improve the allocation and utilization efficiency of agricul-tural land,the basic structure of the second round of contract extension policy should be as follows:the main focus is on the automatic extension of contract period with minor adjustments to strict procedures and qualifications while maintaining the stability of farmland transfer relations.It suggests to promote the high-quality development of the farmland transfer market and improve the policy framework for the tri-partite entitlement system of agricultural land.关键词
