Differentiated Integration:Effective Strategy for Policy Implementation of County Government

Abstract
In China's bureaucratic system,county government is the pivotal node linking the pre-ceding and the following,and plays an important role in the process of policy implementation.Existing research focuses on the implementation strategies of specific scenarios,ignoring the diversity of scenarios and differences of strategies of complex policy.Based on the theoretical perspective of policy integration,this paper differentiates four strategies for county policy implementation according to the difference of integrative interface and its approach:dominant integration,embedded integration,reciprocal integration,and absorbing integration.Taking the governance of rural domestic waste in County W as an example,the paper aims to analyze how county government improves the effectiveness of implementation through differentiated policy integration.The research finds that the essence of policy integration is the adaptation of policy relations.Decision makers flexibly choose appropriate integration strategy based on different interaction fields,which improves the collective identity,resource allocation capability and organizational adaptability of policy implementation.Different integrative strategies are neither good nor bad,and they are all rational choices made by county government accordings to specific situations,reflecting the dual logic of integration of the party and government and co-creation.To im-prove the effectiveness of policy implementation,county government needs to choose the implementation strategy reasonably according to the problem scenario,adjusts the multi-entity relationship,and improve the effectiveness of resource allocation.关键词
