跨地流动与属地管理:新制度主义下流动人口治理悖论
Cross-regional Mobility and Territorial Governance:The Paradox of Migrant Population Management within the Framework of New Institutionalism

Abstract
As China's urbanization process and employment patterns undergo continuous transfor-mation,the size of floating population is expanding,accompanied by an increasing trans-regional mobility.Nevertheless,mobile populations continue to encounter numerous challenges in terms of rights protection and social integration in their places of residence.Most existing studies have primarily con-centrated on aspects like institutional design,implementation,and change,with limited attention directed towards the inherent characteristics of institutions,such as institutional inertia and supply,among other factors.In this research,we adopt a new institutionalism perspective and utilize H District in Guangdong Province as a case to conduct an in-depth exploration of the operational mechanism and reform direction of the territorial governance system.Our findings reveal that territorial governance exhibits clear institutional inertia and lock-in effects,with changes in its legal and legitimacy foundations,while the government seems insufficient in terms of institutional provision,thus confronting the challenge of in-stitutional innovation.These combined factors contribute to the governance paradox within territorial management,further impedes the protection of rights and social integration of the migrant population.To overcome this dilemma,it is imperative to transform management approach and establish a novel mecha-nism characterized by transparent rights and responsibilities and multi-party involvement,thereby en-hancing the adaptability,fairness,and innovation of territorial governance.This research not only enriches the theoretical comprehension of the territorial governance system but also offers valuable policy recommendations for enhancing the social governance of floating population.关键词
