低碳城市试点政策是否抑制制造业就业?
Does Low-Carbon City Pilot Policy Discourage Manufacturing Employment:Based on a Heterogeneous Multi-period Double-difference Modeling

Abstract
A heterogeneous multi-period double-difference model is used to assess the impact of the low-carbon city pilot policy on man-ufacturing employment,and the results show that the policy generally suppresses urban carbon emissions and promotes manufacturing employment.The policy effects in 2010 and 2017 are significant,increasing manufacturing employment by 0.0574%and 0.1365%,respectively;the policy effect in 2012 is not significant and has no significant effect on manufacturing employment.Total factor produc-tivity plays a positive mediating role between policy effect and manufacturing employment.Based on this,it is suggested that environ-mental regulation should be promoted gradually,and buffer policies should be implemented simultaneously to protect the rights and in-terests of employees;expanding the channels for enterprise transformation and employment,providing retraining and employment assis-tance for unemployed employees or encouraging innovation and entrepreneurship.关键词
