如何规制生态修复目标的设定
Regulation on the Setting of Ecological Restoration Goals
摘要
Abstract
Ecological restoration goals are the most critical component of ecological restoration,and without clear objectives,ecological restoration practices lack feasibility.Therefore,in light of the ongoing debates regarding the scientific definition of ecological restora-tion,it is more important to regulate the setting of ecological restoration goals from the perspective of facilitating practical implementa-tion,ensuring their scientific,rational,and feasible nature than to provide a rigid scientific definition.Ecological restoration goals,from a normative standpoint,are essentially the concretization of the primary value pursuit of restoration activities,representing a for-ward-looking value choice rather than a mere restoration of a historical state.Nevertheless,the setting of those goals is not arbitrary;it must be constrained by objective conditions.Various factors,such as the geographical location and intended use of the target ecosys-tem,biological feasibility,social acceptability,economic rationality,institutional operability,and technical verifiability,should all be taken into comprehensive consideration.关键词
