Role Types,Duty Behavior of Village Cadres and Effectiveness of Rural Governance

Abstract
Village cadres,as "practitioners"and "guiders"of effective rural governance,play an impor-tant role in promoting the modernization of rural governance system and governance capacity.Based on 1649 sample data from four provinces of Shaanxi(Qin),Gansu(Long),Yunnan(Dian)and Guizhou(Qian),a struc-tural equation model was constructed to systematically analyze the influence of role types and job behaviors of village cadres on the effectiveness of rural governance,and reveal the logical relationship and influence mecha-nism among the three.The results show that:firstly,in the path of the role type of village cadres affecting their job behavior,both government role and village cadres with village role have a significant positive impact on their job behavior,and the village role has a greater impact.Secondly,in the influence path of role types of vil-lage cadres on the effectiveness of rural governance,both government role and village cadres with village role have significant positive effects on the effectiveness of rural governance,and the influence of government role is the largest.Thirdly,in the path of village cadres'duty behavior affecting the effectiveness of rural governance,village cadres'duty behavior has a significantly positive impact on the effectiveness of rural governance.Final-ly,suggestions are put forward to improve the incentive guarantee and supervision mechanism of village cadres,and broaden the channels of village cadres'selection and appointment.关键词
