国家安全视角下的气候变化问题
Climate Change from a National Security Perspective
摘要
Abstract
Climate change is a global non－traditional security challenge.The international community and academic circles continue to deepen their understanding of climate change and security issues,and the media and the public pay increasing attention to it,which has been regarded as an important factor affecting national security.Climate change security issues are highly complex and twofold,including security issues caused by climate change itself and security issues caused by human response to climate change.We should carefully distinguish between internal and external factors:externally,we should avoid emission reduction pressure and political risks caused by"pan－security"of climate problems and properly deal with climate change security issues;internally,we should integrate the impact of climate change into the overall national security framework and respond to climate change threats to ecosystem and economic and social security under the guidance of the overall national security concept.In view of its complexity,it is urgent to strengthen research on climate change security risk identification,assessment and early warning mechanisms,establish effective management mechanisms,implement adaptation strategies in an orderly manner,enhance the country's ability to prevent and respond to climate change security risks,and ensure the country's long－term stable development.关键词
