全球碳市场连接的进展、挑战与对策
Progress,Challenges and Countermeasures of Global Carbon Market Connectivity
摘要
Abstract
The 29th United Nations Climate Change Conference reached a resolution on Article 6.2 and Article 6.4 of the Paris Agreement,and reached a series of consensus and documents on the authorisation of Partiesto the international carbon market,the application for the first transfer,methodological principles,authorizationof emission reductions,implementation and construction of registries,exemptions from the Adaptation Share,and carry－over of Clean Development Mechanism(CDM)projects,which has laid a legal foundation for the comprehensive opening of the global carbon market.At present,the global carbon market connection is facing real challenges such as geography,economic feasibility,political feasibility,climate policy differences,environmental integrity and so on.In view of the above challenges,we should create a supportive political environment by establishing friendly bilateral political relations and signing bilateral or multilateral connection agreements;gradually transition from limited connection to full connection,and carry out global carbon market connection in phases;strengthen the coordination of the institutional system,assess the differences between the two sides＇ institutional systems,jointly develop the elements of the trading system,and unify the standards and rules of carbon emission accounting;break through the legal restrictions,and promote the connection of the global carbon market in the form of a memorandum of understanding(MoU),so as to fully open the global carbon market.To break through legal restrictions and promote global carbon market connectivity in the form of a memorandum of understanding,and appropriately allow local governments to carry out subnational carbon market connectivity;to strengthen the coordination of emission reduction ambitions and coordination with Article 6 of the Paris Agreement to ensure environmental integrity.关键词
