Promoting Deepening Reform and Promoting China Modernization with High－level Opening

Abstract
Reform and opening－up is the key to China's contemporary development.In the new period of socialist modernization,profound changes have taken place in the international and domestic environment facing China,and the high－quality development of economy faces many deep－ seated contradictions and problems.The Decision of the Central Committee of the Communist Party of China on Further Deepening Reform in an All－round Way and Promoting China Modernization adopted by the Third Plenary Session of the 20th Central Committee of the Communist Party of China points out the direction for the reform and development in the new period.Promoting deepening reform by expanding opening － up and deepening reform by deepening opening－up are not only one of the regular understandings of the Party's economic work in the new era,but also the winning way to write a new chapter of China － style modernization unswervingly by further deepening reform in an all －round way on the new journey.High－level opening up,such as steadily expanding institutional opening up,reforming foreign trade and foreign investment system,is essentially an integral part of the reform and opening－up system.It not only directly acts on the mechanism of deepening reform,but also exerts far－reaching influence through the indirect mechanism of"opening up and forcing reform",including transforming external pressure into internal reform power,injecting new impetus into domestic reform through optimizing resource allocation,and drawing lessons from international advanced experience to help deepen domestic reform.Unswervingly continuing to follow the road of promoting reform and development through opening up,it is necessary to further connect with high－standard international economic and trade rules,further improve the level of trade facilitation,further relax market access,further enhance the openness of emerging fields such as digital economy and green economy,and continuously explore new practical paths in depth.关键词
