新中国成立以来灾害治理的演进历程与现代化转型
Evolution and Modernization of Disaster Management since the Founding of P.R.China
摘要
Abstract
Disaster management is an eternal task for human survival and development,and it is the key to coordinating development and safety in China.Since the founding of P.R.China,disaster management in China has gone through three periods:socialist revolution and construction period,reform and opening up and socialist modernization construction period,and new era of socialism with China characteristics.The evolution process can also be summarized as three stages:laying foundation,strengthening foundation,maintaining integrity and innovation.In the evolution process of disaster management in China,historical experiences have been formed,such as adhering to the people's supremacy,safeguarding the leadership of the Party,promoting social participation,strengthening scientific and technological research and application,which have common characteristics of the times and are suitable for disaster management at the present stage.On the basis of this experience,the paper puts forward some modern transformation paths,such as promoting the organic unity of people and politics,enhancing the leadership of the Party,constructing disaster resilience management community,and using digital twin technology,to provide direction for the modernization transformation of disaster management in China.关键词
