黄河流域基层医疗机构卫生资源配置公平性与效率研究
Equity and efficiency of health resource allocation in primary healthcare institutions in the Yellow River Basin

Abstract
Objective To analyze the equity and efficiency of health resource allocation in primary healthcare institutions in the Yellow River Basin from 2017 to 2021,and to provide reference for further optimizing the allocation of health resources there.Methods Gini coefficient and agglomeration degree were used for equity analysis,and data envelopment analysis was used for efficiency analysis.Results From 2017 to 2021,the Gini coefficient of beds and healthcare workers in primary healthcare institutions in the Yellow River Basin by popula-tion allocation was lower than 0.2,and that by geographical allocation was higher than 0.6.In 2021,the agglom-eration degree of health resources in primary healthcare institutions in the Yellow River Basin ranged from 0.049 to 5.834 according to geographical allocation,and from 0.396 to 1.310 according to population allocation.The aver-age comprehensive efficiency of health resource allocation was 0.868.From 2017 to 2021,the total factor produc-tivity change index of primary healthcare institutions in all provinces of the Yellow River Basin was less than 1,with an average value of 0.920.Conclusions The total input of health resources in the Yellow River Basin in-creases year by year,but the total output of resources shows a downward trend.The population equity of health re-source allocation is better than the geographical equity,and there is a large gap in the equity and efficiency of re-source allocation among provinces.It is necessary for relevant government departments to increase,according to the actual situation of each province,the support and precision of investment for the development of primary healthcare services,to rationalize the allocation of primary healthcare resources,and to promote the high-quality development of primary healthcare.关键词
