县域高质量就业水平测度及障碍度诊断分析
Measurement of High-Quality Employment Levels of Counties and Obstacle Degree Diagnosis Analysis

Abstract
Using 107 counties(counties and districts)in Shaanxi Province in 2020 as evaluation units,a high-quality employment level evaluation indicator system is constructed from 25 indicators in four dimensions,including employment environment,employment ability,labor protection,and employment status.The entropy weight method is used to assign weights to each indicator,and the scores of high-quality employment levels of counties are calculated.ArcGIS software is used to reveal its spatial distribution characteristics and spatial correlation characteristics.Finally,an obstacle degree diagnosis model is applied to diagnose the obstacle degree factors from the four dimensions.The results show that(1)there is a significant spatial difference in employment levels among counties in Shaanxi Province;(2)there are significant spatial clustering characteristics in the employment quality of counties in Shaanxi Province,with high-high areas mainly distributed in central regions such as Xi'an and Xianyang,and low-low areas mainly distributed in southern regions such as Hanzhong and Ankang;(3)from the perspective of obstacle degree diagnosis model,the top five obstacle factors are ratio of non-local household registration to local household registration,minimum wage standard,work-related injury insurance coverage,per capita GDP,and unemployment insurance coverage,and the obstacle degree ranking of each classification indicator is as follows:employment environment,employment ability,labor protection,and employment status.This paper suggests that various regions in Shaanxi Province should develop their regional economies according to local conditions,in order to drive employment;focus on low employment quality-low agglomeration areas;grasp the main contradiction and promote the coordinated development of various aspects of employment quality.关键词
