论科技创新政策的体系化
On the Systematization of Science and Technology Innovation Policy

Abstract
[Research purpose]Science and technology innovation policies are the main carriers of the science and technology innovation system and mechanisms.The current multitude of science and technology innovation policies exhibit issues such as diverse origins,fragmentation,and insufficient coordination.It is necessary to commit to constructing a systematic framework for science and technology innovation policies in order to improve the national governance system for science and technology innovation and promote the achievement of sci-tech self-reliance and self-strengthening at higher levels.[Research method]This article,based on normative analysis methods,discusses the necessity of systematizing science and technology innovation policies,proposes substantive and formal standards for the systematization of science and technology innovation policies,and explores the legal pathways to achieving the systematization of science and technology innovation policies.[Research conclusion]The systematization of science and technology innovation policies requires the establishment of internally unified standards,including substantive and formal standards.The substantive standards are that policies should meet China's innovation needs,including three levels:the purpose standards that aligning with the national science and technology innovation strategy,the intrinsic standards that conforming to the laws of scientific and technological innovation,and the institutional standards that optimizing the environment for scientific and technological innovation.The formal standards are external standards,including standards for formal legality and consistency.The construction of a systematized science and technology innovation policy framework can be carried out in four aspects:clarifying the authority and inter-collaboration relationships of the entities formulating science and technology innovation policies,standardizing the procedures for formulating such policies,conducting assessments for consistency among science and technology innovation policies,and timely enacting,amending,or abolishing science and technology innovation policies.关键词
