摘要

Abstract

The rapid rise and widespread application of Chat GPT and Sora have sparked the pursuit and consideration of large models in various countries.However,it remains to be seen whether the large model can be introduced into digital government and in which application scenarios it will form a multiplier effect.Taking several mainstream large model applications in China as examples,explain the basic concepts,main classifications,functional attributes,and interaction with digital government of large models.While improving government governance efficiency,large models will increase additional costs,bring new risks,and pose new challenges to existing systems,mechanisms,technologies and data.Based on the theory of agile governance and relevant concepts such as"technology embedded governance",this paper proposes countermeasures and suggestions including"combining software and hardware"to improve the institutional system,"integrating data and reality"to reshape the operating mechanism,"combining virtual and real"to solidify the technical foundation and"combining human-machine"to stimulate data vitality,in order to find a better path for the effective promotion of digital government maturity with large models.
