Can Digital Government Boost Urban Innovation?Evidence from National Information Pilot Policy

Abstract
The rise of information technology has made digital government construction a key force in driving urban innovation and fostering economic growth.This study,based on the"National Pilot Information Beneficiary"policy of 2014,examines how digital government initiatives impact urban innovation capacity using the double-difference method.Results indicate a significant positive effect of digital government construction on urban innovation capacity,chiefly through stimulating entrepreneurial activity,accelerating digital inclusive finance,and enhancing public services.Moreover,this effect is more pronounced in cities with lower financial development,less concentration of innovative talents,inadequate infrastructure,the central and western regions.Additionally,the study highlights significant spatial spillover effects,where digital government initiatives not only enhance local urban innovation but also benefit neighboring cities.关键词
