共同富裕背景下浙江山区县政府救助与慈善帮扶有效衔接机制研究
Research on the Effective Connection Mechanism between Government Assistance and Charity Support in Mountainous Counties in Zhejiang under the Background of Common Prosperity:Taking Qingyuan,Zhejiang as an Example

Abstract
The high-quality development of social assistance is related to the bottom-line guarantee of people's livelihood and the realization of the goal of common prosperity.Government assistance is the main force of social assistance,and charity support is a beneficial supplement to government assistance.By introducing the theory of externality,the theory of welfare pluralism and the theory of collaborative governance,this study systematically analyzes the practical exploration of government and charity organizations in mountainous counties in Zhejiang in terms of the balance of assistance forces,the dispatch of staff from government and social organizations,digital empowerment,and the cultivation of collaborative assistance projects under the background of common prosperity,and summarizes the typical cases with"Zhejiang identity"and"mountainous characteristics"represented by Qingyuan.To further realize the effective connection between government assistance and charity support in mountainous counties in Zhejiang,we need to fully respect the dominant position of government and charity organizations and establish a diversified cooperation mechanism;continuously increase project resources and establish a collaborative governance mechanism;and constantly stimulate endogenous motivation and establish a policy guarantee mechanism to provide strong support for ensuring"no one left behind"on the path to common prosperity.关键词
