Logic,Framework and Implementation of National Security in Foreign-related Affairs

Abstract
The Internet has bridged domestic and foreign physical boundaries,while globalization has inter-twined the interests of all countries.These developments have intensified both internal and external linkages of national security risks,despite the conveniences they offer.The dynamics of superpower competition fur-ther complicate these issues,making the foreign-related national security threats faced by China increasing-ly complex and severe.In response,the Third Plenary Session of the 20th CPC Central Committee intro-duced the concept of national security in foreign-related affairs for the first time,providing a novel discourse framework and perspective for this area.This concept encompasses both inner security and outer security in relation to foreign factors,with the latter being particularly critical.National security in foreign-related af-fairs adheres to an overarching principle aimed at integrating risks associated with foreign-related issues through discursive reconstruction.It seeks to move away from the traditional fragmented approach to han-dling such issues by establishing a cohesive structural framework that incorporates all elements of national security in foreign-related affairs.This framework is designed to create an effective system and mechanism of having guiding principles,objectives,risk challenges,and action strategies.Ultimately,this mechanism serves as the comprehensive planning for China's national security in foreign-related affairs.To achieve the overarching goals,it is essential to focus on enhancing the role of science and technology while simultane-ously bolstering the rule of law,all within a framework of systematic thinking.关键词
