Canada's International Strategy on Critical Minerals:Performance and Motivations
摘要
Abstract
The economic and strategic significance of critical minerals has been increasing with a world in the green and digital transformation.The Canadian government has released the Critical Minerals Strategy and has significantly changed its policies.Canada's international behavior in the critical minerals sector has been characterized by the so-called"Hot West,Cold East"approach,strengthening all-round and multi-level cooperation with its Western allies while setting investment restrictions on China.The"Hot West,Cold East"approach is driven by three motivations namely economic development,alliance gains,and gov-ernance needs.Critical minerals play an important role in Canada's economy,and the extension of the sup-ply chain can shape Canada into a core powerhouse in critical minerals and related advanced technology in-dustries.Canada gets economic and geopolitical benefits from cooperation over critical minerals with its al-lies,which could help consolidate its position as a middle power in the international system.Weak global mineral governance provides an opportunity for Canada to capitalize on its governance strengths,which could help enhance its role in global mineral governance.China should pay close attention to the dynamics of Canada's critical mineral policy and foreign strategy in order to put forward solutions for global mineral governance,beyond the narrow national security view under the great power competition.关键词
