New Structural Economics Analysis of Industrial Upgrading in China's Frontier Ethnic Regions:A Case Study of the Textile and Garment Industry in Xinjiang

Abstract
The world is undergoing unprecedented transformations which haven't witnessed in a hundred years,marked by slowing global economic growth,intensified geopolitical conflicts,and the rising tide of unilateralism and protectionism,among other complex issues.Against this backdrop,the strategic importance of China's border and ethnic regions has become increasingly prominent.These regions,often situated at the intersection of national and international dynamics,play a crucial role in shaping the country's overall development trajectory.Their security,stability,and ability to achieve high-quality growth not only have direct implications for the broader blueprint of Chinese modernization but also carry significant weight in determining the nation's long-term prosperity and global influence.This paper,guided by the perspective of New Structural Economics,takes the Xinjiang Uygur Autonomous Region as the primary case study and delves into how labor-intensive industries,represented by the textile and garment sector,can achieve transformation and upgrading.The aim is to provide development experiences and pathways that can serve as references for other border and ethnic regions across China. Under the theoretical framework of New Structural Economics,this paper proposes a four-step analysis framework:"factor endowments-current development status-bottleneck constraints-upgrading pathways."Using methods such as potential comparative advantage analysis,vertical evolution analysis of industrial chains,and regional horizontal comparison analysis,the study explores Xinjiang's potential for textile and garment industry development,the challenges it faces,and its future directions.The research findings reveal that Xinjiang's endowment structure aligns closely with the upstream factors driving the textile and garment industry.This alignment not only creates favorable conditions for building competitive industrial advantages but also significantly influences the division of labor across the industry's value chain and the geographical distribution of enterprises.While Xinjiang's textile and garment industry,underpinned by its upstream cotton sector,is experiencing robust growth,it faces challenges during its transformation and upgrading.These include strategic sanctions from western developed nations,market competition from emerging textile powerhouses,and constraints such as insufficient infrastructure,labor shortages,and a lack of mid-to high-level talent.The paper argues that to overcome these challenges,the Xinjiang government should adopt a proactive and stage-appropriate development strategy.By leveraging its unique conditions,such as its resource endowments and strategic location,it can address infrastructure bottlenecks,invest in workforce development,and enhance its industrial ecosystem.Furthermore,the government should capitalize on the region's distinctive Bingtuan(Production and Construction Corps)system,which provides a stable and organized framework for development,and the national paired assistance policy,which channels resources and expertise from more developed regions of China to support Xinjiang's growth.These institutional advantages,when effectively utilized,can accelerate the transformation and upgrading of the textile and garment industry,setting a model for high-quality economic development in other border and ethnic regions. The contributions of this paper are twofold:First,it focuses on labor-intensive industries in border and ethnic regions,specifically the textile and garment sector in Xinjiang,while addressing the unique characteristics and commonalities of these regions.This fills a gap in existing research,which often overlooks the nuanced differences between border regions and inland areas,as well as the meso-level analysis of industries within these regions.Second,by systematically examining the common and specific factor endowments of border and ethnic regions,this paper highlights the critical issues that should be prioritized in academic and policy research.These areas face challenges such as weak industrial foundations and regional imbalances but have become vital for labor-intensive industrial transfers.With the Belt and Road Initiative advancing,they are positioned as critical hubs for external openness.Tailored strategies that leverage their natural resource,factor,and institutional endowments are essential for fostering industrial upgrades and high-quality growth.关键词
